Vandalised caravan dumped on the ONLY entrance into a residential estate, 3rd April

A vandalised caravan was dumped on the road in 21st March and is causing issues due to where it is parked. The entrance to the estate is uphill and there is a sharp bend in the road just after the caravan. Due to where the caravan is, visibility into the estate when driving up the hill is poor and the fact that cars aporoach the bend in the middle on the road and ate therefore face head on traffic to those coming up the hill who are trying to avoid the caravan, means there have been a number of near misses. There is also an entrance to a field immediately after the caravan, so the tractor and users of the field are also having to swerve around the caravan at an inappropriate angle, adding to the issues. The wheels and tyres are damaged on one side of the caravan (road side) and are mussing completely on the pavement side. A window is now flapping open and there were some youths hanging around the caravan a few days ago, which is causing an immediate concern that the caravan will become vandalised even further. There is no note on the caravan, no registration plate either, so there is no way of locating the owner to get them to remove the caravan. If we have an emergency (ie ambulance, fire), they are also going to have to negotiate an obstruction whilst driving uphill into our estate.
